You may try using the Set up TV tuner troubleshooter to automatically find and fix some common problems-
Open the Set up TV tuner troubleshooter by clicking the Start button, and then clicking Control Panel. In the search box, type troubleshooter, and then click Troubleshooting. In the left pane, click View all, and then click set up TV tuner.

If you do not get windows 7 compatible drivers you may check if you can install Windows Vista or XP drivers in compatibility mode on Windows 7.
